Title of dissertation: Application of Ottawa Charter Health Promotion Framework for Injecting Drug Users (IDU) in Manipur: a case of HIV prevalence in Imphal West District
 
Abstract:
 
The Ottawa Charter for Health Promotion often posed difficulties to ‘translational’ scientists, involved in policy formulations. This study evolved as a method to determine  the applicability of the Charter in a contemporary health promotional challenge: reducing Human Immuno Virus (HIV) incidence amongst Injecting Drug Users (IDU’s). The research concentrated on the case of Imphal West district. The major objectives of the study were to successfully develop and test a research instrument, by integrating the constructs of the Charter, in Imphal West, and logically determine a conceptual framework for the study. The research design began by a tri-dimensional approach, by organising the sampling, research instrument and analysis patterns. Expert sampling was employed both on the community-wise population and on the subject-wise population of the case. 54 community members and 14 IDU’s were surveyed. The survey instrument included both a self 
questionnaire and a focus group discussion. The findings of the study, were analysed for correlations, using a qualitative thematic method.The study led to the conclusion(s) (major) that community perceptions in Imphal West is more favourable towards harm reduction approaches: provision of needles and syringes & improving acceptability of the IDU’s amongst the community. This also leads to an understanding that the perceptions amongst community members are changing and the society is developing a more considerate approach to fight the menace of AIDS. The study also developed a conceptual framework for reducing HIV incidence in Imphal West, through the application of the Charter.
